"No balance needed to shop or send money" where my balance should be

I recently received $15 into my PayPal account, and I can see the transaction in my account history. However, on the balance page it is showing $0, and on my home page it simply says "No balance needed to shop or send money" where my balance would be.

Yeah, lotta people having the same issue. Far as I know Pp techs are 'working' on it. >>....

Any progress remains to be seen.
