You can't chargeback payments sent as Friends/Family?

As the title states, I tried for fun to see if I could chargeback a payment sent to a good friend of mine, but it came with this error message; "We are sorry, but this transaction cannot be chargedback, because it's been sent as Friends/Family, please contact the receiver directly." since when is this a thing? I've never seen this error before.

Was this through PayPal or your credit card bank?
You cannot use PayPl to take back a gift payment sent to friends/family; that's not new.

It was through PayPal, but I have never seen this error before. I didn't know it was a thing. That's quite surprising.
