What do I do if the recipient can't log into their account?

What do I do, when the recepient can't log into their account? It's my granddaughter. She forgotten her password and cannot reset it since she no longer lives at the address to which the phone number on her account is associated to. I'd love to simply rescined the payment (less the processing fee, of course), have her create a new account, and try again.
And I'm wondering, does she really have to access Paypal to access the money I just sent? Would it not be in her bank account or show as a credit on her credit card (or whatever she used to set up her account way back when)????

You granddaughter needs to call PayPal customer service to resolve the issue. No one else can take care of her account for her.
