We don't recognize the device you're using

I try to withdraw money to my checking account. It asks me to confirm checking account. I do that. It says it is verified but when I hit continue it says....<We don't recognize the device you're using>  

Whats the problem? Need to figure this out!

Drudging up this old thread because it's happening again. If PayPal doesn't "recognize" the device when I'm attempting to link a bank account, why does it recognize it in EVERY OTHER instance? PayPal has no trouble recognizing this device when I use the app or site to send and receive funds.. or to spend hundreds of dollars a month on eBay.. or to add funds so they can collect their fees when I sell something. None of the troubleshooting techniques are working. Customer service is either unable to help (on phone) or unable to respond (email). It's the same loop on every device I use PayPal on. Why is it so difficult to link a valid bank account? Over the years I've successfully linked debit and credit cards, and I was reluctant to even try to update current bank account after removing the previous one last year. Didn't want a repeat of all the problems a few years back with linking anything, as they oftentimes resulted in months of submitting documents, waiting for snail mail codes, waiting for responses... It's troubling to face this again.

Erica, you are not understanding. The man just said that customer support is doing nothing to help us, yet you refer him to customer support. It's asinine to concieve the notion that you refer to your phone line/email as "support".
