Similar issue at the moment. I wouldn't say my experience is that my account balance is drained but rather non existent. My card was declined at a location despite having more than adequate funds on my Paypal balance. I know the exact balance of it prior to this happening. I logged in to check what the issue was and it immediately noticed that my Paypal balance is not listed whatsoever. There's no amount shown period. If I refresh the page it will occasionally show then revert back to the same non existent balance.
I called and confirmed with a cs representative the date and my account balance for my own recording and they do not see any technical issues on their end. Yet it's happening for both my account and sisters account at the moment.
