Unable to pay an invoice using credit card

Hi,

I am from India and am trying to pay an invoice created in US.  I have tried with my credit card as well as International debit card but everytime I try to pay I receive a message saying I need to use another credit or debit card. 

I have called paypal customer care several times but was told that the paypal servers are rejecting my card for some risk factor and I need to use some another payment gateway. Also, when I login, I get a notification asking me to verify my already verified cards (have told it to customer care and they have no clue, image attached).

I am stuck in this issue for the past three or four days and would really appreciate some help.

Are you paying the invoice as guest with same card linked to your account?  If so, you must log in to pay instead with the card if you don't have a balance.  Or use a card that has not been linked to any account.
