Unable to add bank account

Whenever i try to add my bank account to make payments it says it's disabled and i have no idea why, I can't make payments anywhere with my paypal balance so my money is in limbo right now.

Have you confirmed your bank account when you linked it with the code?

Have you had a recent failed transfer?

Have you had a recent negative balance?
