Trying to get a refund for an order that didn't go through.

So I tried to make a purchase from Hot Topic earlier today and my order didn't go through. I looked on my PayPal and I noticed that I got charged for an order that will never come. Is there a way I can get a refund because I feel robbed.

Is the payment showing as completed?

If so contact the seller and ask them to refund you.

It doesn't show completed. It's just stuck on pending. Been trying to dispute a transaction, but PayPal won't let me.

OK then when you pay a company rather tthan an ebay seller or individual then it is always pending until the company processes your order and captures your pending payment.

If they don't process an order for you then they don't capture the pending payment, if it remains pending it is returned to you at 30 days.
