Transferring my money available as PayPal balance

I accidentally created a PayPal USA account instead of PayPal India account as I reside in India and i've funds in that USA account. I've tried my times to contact customer care but no response received. I tried to contact few USA buyers to transfer that amount to their bank account and send it to my PayPal India id but nobody agreed. Please give me the solution as the money can't be transferred in anyway without USA phone number or bank account.
