Sending money error.

So I was tryna send one of my relatives 40 cents (lol don't ask why) but I had this security check thingy pop up. The only option I had was my old phone number. So I changed my phone number to my new one on paypal and I got this error:

I tried sending other people as well but the same happens.

So many similar questions and re-posts of same questions, the answer is the same:  Phone PayPal customer service.

You are not providing enough details here for anyone to help.
