When a cross-border Payment is received from a buyer out of Singapore, a fee will be charge at the rate of 4.4% + 0.30 USD.
If we have a Business Paypal account, say, is in X country. When a cross-border Payment is received from a buyer out of this X country, a fee will be charge at the rate of X.X% + X.XX USD.
Is there any link where I can found out for cross-border payment in USD depending on which country the account is set-up?
Can I also know if anyone who create a Paypal account will automatically be given a USD wallet? or the user will have to add him or herself?

That's weird. When I go to an intl PayPal page I would get stuck in the intl page and have to log into my PayPal US account to go back to the US site.
How about search for "US PayPal" in Google, click US PayPal page and then scroll to bottom, click fees.

Go to this page, select the country and click the fees link at the bottom of the homepage:
https://www.paypal.com/webapps/mpp/country-worldwide
The Wallet page is included with the account. It contains bank and card accounts that have been linked to the PP account.

the problem is that it kept redirected me back to the SG paypal site...thus, I am unable to access.

I can tell you though, for US PayPal accounts, the cross border fee for payments received in USD is 3.9% + $0.30
