Hi all,
I sold an item that a buyer later on was not happy with, so I sent the refund, and I checked to make sure that the refund included shipping and it did. But now the buyer is asking for me to reimburse him for him sending the item back to me.
Should I have to do this if the refund already included shipping?.

The answer depends on what was implied with the sale. If the buyer just decided to not keep the item, typically the buyer pays for return shippping. If the item was defective or misrepresented then the sellers refunds all and pays for return shipping.
Did the buyer already return the item? If not, there is another issue that is more important. The buyer may never return the item as the buyer already has the money and there is no incentive to return it. Seller may have to pay for return shipping just to get it back, but sending more money is no guarantee of returned item.
In future, never refund unitil item is returned.

I sort of agree with him that the item did not fit the description of the listing, and he has already shipped it back to me and the refund is in progress. It was a screen that was a little bit scratched and you could not see it in the 10 photos I took, I tried to list every detail of the item so that it gave more confidence in the buyers to bid on the item.
But I haven't been given a clear answer by Paypal on who should pay shipping, I guess I will just pay him and get it overwith.

It isn't up to PayPal who should pay return shipping as that was not part of the payment.
Since it was defective I agree seller should pay return shipping, but I think that will be a separate issue between buyer and seller. What I suggest is to inform buyer that you will reimburse for return shipping but that you want to wait until the PayPal claim is settled to make sure it is a separate issue. Keeping the buyer informed is most important now.
