Really tired of this-Invoice problems.

Here we go again.......had this happen last month, then it mysteriously disappeared only to raise it's ugly head again.
Trying to pay money on invoices and I get this:
We're sorry, but your transaction couldn't be completed using the selected card, because it has been denied by the card issuer. Another payment method has been chosen for you. Please continue with this payment method, or choose a different way to pay.
I had paid a couple of invoices and everything was fine. Then BOOM!
Call PayPal, the first rep I get says to clear all of my cookies and cache and then try again. If that doesn't work try a different browser. He said that sometimes this happens with invoices, that they can be difficult at times. I'm thinking really? If you know this why isn't Paypal doing something about it?
Do all of that, even shut down the computer to make sure all memory is cleared out. No go, nothing, still getting the same error message.
Call PayPal back. This time I get a female, she says no way could it be anything on Paypal's end. She said if it continued that we could have a "conference call" with my cardholder. Yeah right. Called card holder people, even though I already knew it wasn't them, but okay I'll humor the Paypal girl that was NOT HELPFUL AT ALL.
Sure enough, not even hitting the bankcard gateway, they have nothing. The money is there, no reason for anything being denied, they have no hold on my spending etc, etc. So we know it's not on MY end.
So today I will try one more time, give Paypal one more chance to figure this out. Has anyone got anymore suggestions? Who should I talk to ? Should this be escalated? From the looks of the forum I'm not the only one that has this problem. I have people that need to be paid for goods that I have purchased. This is not a good thing, nor is it a "we'll figure it out for you someday thing"

Could you ask your sellers to send you a money request instead of invoice OR ask for their paypal details and use the send money > goods / services option to pay them?
Advice is voluntary.

It's for goods and services and that would negate any protection I would have. It's against paypal policies. It wouldn't resolve the problem anyway. It's not just one seller or one invoice. Everything was fine and I was paying my invoices then all of a sudden it wouldn't work.

I was using the card that is verified through my paypal account. This happened last month as well. I was paying then all of a sudden it would reject saying it was denied. My card is fine. I have spoken with them twice yesterday when this happened and they never even saw a request to take money from my account. It's a paypal problem, not a card problem.

Also, since it happened last month as well, it resolved itself somehow and everything was fine until I started paying invoices again. According to Paypal, I have no restrictions on my account whatsoever (which I shouldn't) the bank says the same thing.

Using send money > goods / services does NOT negate any buyer protection and is certainly not against paypal rules.
The only time you lose buyer protection is if you use the send money > family / friends option.
Advice is voluntary.

But that doesn't really solve the original problem, does it? It just inconvenices the seller and the buyer so Paypal doesn't have to look into the problem. That's not right.

Good to know it doesn't negate the protection. However, I don't think that it can be set up for making payments like invoices can and being business people, they don't have time to send something to remind. It's just a bad situation all around and needs to be fixed.
There has to be a common denominator somewhere, possibly unverified accounts? Emails addresses, something. That would be up to PayPal to investigate not me.
