Problem with sending payments

Since my first payment, I can't send goods OR friends and family.

I have no idea what is going on, but I have a picture of the error.

Yes, I tried using a different price.

yes i tried restarting

At what point does the error occur?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
