Please HELP

I have been using PayPal for 4 months now, the last payment I received shows : completed, but whenever I go to the ATM and insert the Visa Card it tells me "Please wait till your transaction is processing", but I am confused, the payment is completed and the money that I withdrew to my credit card is not showing up! The first two payments I received, they didn't take more than 8 hours processing and the money was there, but my last payment, it's been now 2 days processing and the transaction is still processing, I mean what's the matter? Please help!
