Phone verified on account, but doesn't show up when I try to purchase things via PayPal

Hello, I have been having difficulties recently with PayPal and purchasing things. A more recent example would be trying to purchase CS:GO on steam with PayPal, but it says my phone number isn't found under my account, and when I checked, it was:
