Paypal sending invoice to customers in Spanish

I have had several customers state their paypal invoices are coming through in spanish language i have checked all my settings and they are all set to English does anyone know what this could be from

Wow. So this has been happening since mid-2014 and is still happening. It just happened to me. I'm now getting very nervous. How can this problem not be fixed after all this time?
