Paypal Debit Denied - Trying to Pay for a Service from a Russian Service Provider for $48.89.....

I am trying to make a payment to http://Sape.ru.  It is a Russian based marketing service.  The payment is only for $48.89 (3,157 RUB). However, my card is being denied over and over and over. This is very frustrating and I am unsure why I am being denied. Does Paypal not allow international debit payments?

People just assume they can do anything anywhere with online payments,it is not that simple,

Have you tried using your credit card like MC or Visa
