I keep getting this error message for this one item that I really need for my computer...
"
- Please check out again and try a different credit card or bank account for your PayPal payment.
- If you're still having problems, contact PayPal customer support."
Sad thing is, that the card I'm using, I had no problem with before, and I know that there is $15 on it, which more than what I am paying for. But yet I still kept getting this message.

Oh dear,
now I see I'm not the only one. I've been reading forum for hour now,
and I see that many of us have same problem as you do.
I have tried to contact paypal's customer support, sent them two mails,
one yesterday, one today, but still no answer.
It is definitely some kind of Paypal's problem that has to be solved
quickly.If not we will all become non-trustable buyers.
I'm trying for 3 days to pay for my goods bought on eBay but nothing.
Get exactly the same message as you do. I tried to change paying card,
but same message apears. Then I went out yesterday, an bought few
things with one, and few with the other card in shop, non of them were
declined. They work perfectly ok!
Hope this will be resolved soon. 😞

Im not really sure what the USD means from paypal ..I went to buy something with my card and I had 15 dollors on it still and the order i was buying was for only 10 dollors WHEN I CASHED OUT they sent me the same msg saying it wldnt go threw and it also changed the price saying something about the USD made it 15 dollors and change..PLEASE CAN SOMEONE HELP ME ..

I think USD means United states Dollar(s). Depending on your country and the type of currency ( pound, pesos,ruble)
then the rate of exchange may increse the price. For example if I buy from a seller in Great Brtian and his fixed amount for the item then I would have to find the amout of exchange ( only an example 20.00 USD = 28.00 British pounds) i don't know your situation but it sounds as if the rate may have gone up it does go up or down. unable to make payments on ebay..."use a different card or change bank accounts"...all accounts are fine.. same verifications..no limits,restrictions etc ,..I make payments/purchases allmost daily on ebay..today I can't... also in the questions area on payments...the answer " how to with credit/debit"... has this response..."We’re sorry, this answer is no longer available. We are updating this information and it should be available soon"..
transaction goes all the way to ..confirm..when button is pressed

RESOLVED... I strictly use my bank account...the attached card for backup had just been cancelled...attached a different card
