Oh dear, now I see I'm not the only one. I've been reading forum for hour now, and I see that many of us have same problem as you do. I have tried to contact paypal's customer support, sent them two mails, one yesterday, one today, but still no answer. It is definitely some kind of Paypal's problem that has to be solved quickly.If not we will all become non-trustable buyers. I'm trying for 3 days to pay for my goods bought on eBay but nothing. Get exactly the same message as you do. I tried to change paying card, but same message apears. Then I went out yesterday, an bought few things with one, and few with the other card in shop, non of them were declined. They work perfectly ok! Hope this will be resolved soon. 😞
