Hello,
Over a year ago I purchased a rank on a website for $150. Recently I had that rank removed for reasons that are not valid and were never against the rules. The website owner refuses to refund me or give me the rank back.
Am I able to open a case if it was over a year ago?

as per PayPal's policies virtual goods are not covered by Buyer protection. This also sounds like an online service which again, is not covered.
13.3 Ineligible Items. PayPal Purchase Protection only applies to PayPal payments for certain tangible, physical goods. Payments for the following are not eligible for reimbursement under PayPal Purchase Protection:
- Intangible items, including Digital Goods
- Services
- Real estate, including residential property
- Businesses
- Vehicles, including motor vehicles, motorcycles, caravans, aircraft and boats
- Custom made items
- Travel tickets, including airline flight tickets
- Items prohibited by the PayPal Acceptable Use Policy
- Items which you collect in person, or arrange to be collected on your behalf, including at the retail point of sale
- Items that violate eBay’s Prohibited or Restricted Items Policy
- Industrial machinery used in manufacturing
- Items equivalent to cash, including prepaid or gift cards
- PayPal Direct Payments
- Virtual Terminal Payments
- Personal Payments
Something with less than three legs, but more than two.

You only have up to 45 days post payment to open a dispute with paypal.
However if you funded it with a card then contact your card issuer and see if they can do something for you although after a year its unlikely.
Advice is voluntary.

So even if I can prove I don't have what I purchased I can't get my money back? Seems like a lot of people would abuse that.

As per the User Agreement, there's a 45 day window. Note, even not with PayPal, if past 90 days, it's not possible to take any action with other processors.
