PayPal balance is zero but I have payments

I had money put into my account a few days ago by a friend but It is still saying my PayPal balance is £0 and also my bank account hasn't had the money put in. I also tried to put money in an account but autocorrect changed the email address. I quickly cancelled the payment but it's charged me twice when I only needed to be charged once! I wouldn't have a problem if the money was mine, but it's my mother. I've linked my bank account but the money isn't going in but it's quick enough to come out! Please help me!!!!
