Pay After Delivery

So, I just got my account off of resrtiction due to a previous error, but now my Pay After Delivery is not working even though it is selected. How do I know? Because it doesn't appear on ANY transaction including products and services I have purchased from the exact same dealer. Appears PayPal is being a little vindictive especially since I just spent almost $250 to clear up the issue that created my restrictions in the first place. Is this common business practice for PayPal now?

It happens randomly and sometimes it appears to happen after one comes off a problem with their account from previous reports. Call PayPal and ask them to allow you to use PAD.
