New Merchant account unable to process the credit and debit cards

My customers are unable to make the payment using their credit or debit card. They receive the following notifications after clicking on Paynow button.

 

"

This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.


Return to merchant and try a different payment method
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)"

 

My account is verfied, the sending and receiving limits are lifted and my credit card is confirmed as well. Not even a single customer is able to pay me. What am I doing wrong? I have even tried to close out the account and reopen a new one. Still the issue persist.

I am wondering why has this post not been answered by Paypal employees till now! I am facing the exact same problem - nobody is able to pay without a Paypal account. Does it have something to do specifically with Indian merchants?

 

Can someone please respond to this?
