Money not transferring from account despite complete info and valid card.

I attempted to make two purchases with my Paypal account using an attached debit card for instantaneous payment and I've just gotten this back on one of my purchases.

"You recently attempted to transfer funds from your bank account.
Your bank has declined the funds transfer because your account did not have sufficient funds available. We will automatically re-attempt this transfer in 3 business days. Please fund your bank account immediately to ensure this transaction can be completed."

I know 100% for a fact this isn't true, I thought maybe about trying to transfer money from the account manually but when I go to do that I get this...

"We were unable to confirm your personal information at this time. To find out what we need from you, go to the Resolution Center."

All of my information is complete and valid though, going to the Resolution Center tells me absolutely nothing.  What's going on here?

i had the same exact type of thing happen to me last night. even though my debit card had funds it would not go thru.

Im also having a similar issue. Paid with an echeck which has cleared and also have credit and debit cards for backup but despite the payment already clearing my bank 4 3 days after my purchase, pay pal wont release it for 3-7 more days and advising seller not to ship the item ( that I need urgently ) and has also warned seller that it is not eligible for seller protection if they do ship it . THE PAYMENT CLEARED MY BANK AND IT STATES THAT BANK TRANSFERS ARE INSTANT WITH A CREDIT CARD ON FILE Looks fishy to me . There's absolutely no reason for pay pal to hang on to this money for this long. Its ridiculous and I for one would like a reasonable explanation because other than Pay Pal is possibly using these funds they are unnecessarily holding for a full week to make interest or something. Ghis is not what I call keeping their word. INSTANT TRANSFER DOES NOT TAKE A WEEK

I just had the same problem I know there is money in my paypal account and also can be trabsferred from my bank and it is not going through. How do you contact paypal? When I click "call us" it does not bring up a phone number. Do you know a phone number for them?

I am having the same problem. I did have an expired cc attached to the pp account but that has been corrected. The payment still says that it is holding even though I show the money was taken out of my account already. Why is this?

I had the exact same thing happen to me twice in the last 2 weeks.  I have used Instant Transfer for 8 years (and thousands of eBay transactions) and now this is happening.  This is clearly a PayPal 'screw-up' and I wish they'd get their act together !!  Bunch of Morons  !!

Is there any resolution to this issue? If I didn't have money coming into my Paypal account and then I initiate a transfer to my bank account (which by the way goes through seamlessly) for a job ... I would cancel Paypal completely. What a hassle. Is this an Ebay failure .. or Paypal? OR BOTH?????

Having same problem.  Paid for a eBay purchase last night just fine With my credit card on file.  Tried to pay another just now and it's telling me insufficient funds.  There is plenty of money in my acct.

I totally agree. If I didn't have money coming in to paypal I would delete my account. For the life of me I cannot understand why It takes 2-3 days to send money to my bank, but when I make a payment it comes out before I can hit enter. It's seems the bigger the amount the longer the wait. So sick of this. Especially when it says transfer complete but still no money. Where is it? A rep at my bank told me that they begin processing my transfer as soon as they receive it. But paypal continues to blame my bank.
