Is there any resolution to this issue? If I didn't have money coming into my Paypal account and then I initiate a transfer to my bank account (which by the way goes through seamlessly) for a job ... I also got this message for something I tried to purchase on Ebay. Oddly enough, I saw that I had seller's fees that I owed to the tune of 60 cents so I paid that thinking maybe it was holding things up. I am also experiencing the same thing. I have a verified bank account and a linked credit card as backup. I do not have a limit on either and have used Paypal with Ebay for a number of years with no issues. Hopefully I will not be charged for trying several times to get a purchase to go through. I finally gave up and purchased the exact item on Amazon because it went through with no troubles. What has happened to Paypal? It used to be simple to deal with.
