Missing items

i purchased items from Etsy using my PayPal account

the items never arrived but we're supposed to have been delivered by UPS

Who do I go back to to sort this out, UPS or seller and what happens if I hit a brick wall?

Contact the Etsy seller first.  If unsucessful, then file a dispute with PayPal.

you have to find that paypal transaction and file case of item not received,seller would be asked to prove he has shipped by uploading a tracking number showing it has been delivered,

Or you can file with your cc issuer if you have paid with your credit card.
