Living in US my debit in SA

I live in US country and my debit card is issued in Saudi Arabia (sa)

if i create paypal acc with US country and SA card

will the charge consider to be from US or SA ?

If you reside in the US, then you would need a US PayPal Account and have a US bank, debit or credit card.
