How long will it take Paypal to refund my verification fee if it doesn't accept my gift card?

I recently purchased a prepaid American express gift that had $35 in it and tried setting it up to my Paypal account. It kept saying that it was unable to verify the card so I tried 3 times and kept getting the same message so I decided to just forget about it. So I go to check the balance of the card and it said that I was charged $1 for each time I tried to verify my card so now it says I have $32. I've used Paypal before successfully with a vanilla visa gift card on the same account and got charged $1 and got it back within a matter of minutes. My question is when will I get my $3 worth of verification fees refunded back to my card since it wasn't able to be verified with Paypal and it has been about 9 hours. When I go to check my balance on my American express gift card it says pending transaction next to each $1 that was deducted. Does mean I will get my money refunded and if so why is this taking to long to get the $3 back?

PayPal has some programmed security features which will disable your card after 3 attempts. You would have to contact customer support for help with the card and getting your funds back.

Customer support with Paypal or American express? My main concern is will I actually be able to get the refund since its a prepaid gift card? because i've been searching online relating to this topic and it said it would be transferred to my bank account but I don't have one. I just bought this card at Walmart and put money in it so it doesn't have a Billing address or my name on it.
