I had a charge on my bank account to someone on PayPal I didn't send a payment to.

I had a charge come up on my bank account to somebody on PayPal I didn't make a payment to, and to make that worse it isn't showing up on my PayPal history. Also note that this person that I was charged by (unknowingly) is located in the same location as somebody I had previously made a payment to (knowingly). Is this some sort of scam? I read another post about the UPS policy of PayPal, but this doesn't seem like this is the same thing. Please Help. If I am a victim of fraud, I want my money back.

Do you have any Preapproved Payments you forgot about?  To check your payment profiles:

Go to Profile > Payments > My Preapproved Payments
