How to escalate issues to higher management in PayPal?

Hello,

 

We've an issue with payments to our vendors from PayPal account for 3 weeks already. Calling and emailing PayPal support doesn't help us as they throw in a standard message like: "Your account is too young, try it later".

 

What we're trying to do is simple: We have vendors and we should pay them via PayPal payouts. While our account is fully verified US Business account, we're unable to process 7 payouts this month. We spent weeks to make 6 payouts, but can't get the last payment done.

We asked our vendors to send us invoices and when trying to pay the invoice we get the following message:

"We're sorry, but we can't send your payment right now".

 

 

Seems, we're facing a wall of misunderstanding of our issue and can't utilize one of the main features of PayPal: send money via PayPal as payouts.

 

I'll appreciate any idea how to escalate the case to higher management as we already spent tens of hours calling and emailing the support.
