How do I speak with someone from Paypal in America or corporate office

I am very upset. The Paypal supervisor in the Philippines was uselss and rude. They claim the transaction was cancelled when payment went through twice. They claimed that it would not come out of my account and it did. They repeat the same script no matter what you ask or say. They don't care because they are an outsource company. I ask how to speak with someone at Paypal...not an outsource and they claim they are Paypal until I make it clear that I know they are not actually Paypal.

 

I am having a hard time getting my money back from them before my mortgage payment posts to my bank account.

 

I spoke with 2 different customer servcie agents and 2 diffferent Supervisors. They are all liars and manipulator and I don't know how to get help.

 

Suggetions please...

When you pay a seller it is never instant > paypal credit the seller for you and then start the process of uploading your funds to paypal from your funding source.

This is done so you get your item more quickly.

So when you cancel that payment  those funds can't do a u-turn > they have to process through to paypal who will then either return them to your funding source (if you paid with a debit or credit card), or credit your paypal balance (if it was funded from your balance or instant bank transfer), but that takes a few days and sometimes up to a week.
