How do I make a payment to PayPal

The "make a payment" option is gone. The new and the classic forms both haven't got it. So how do I make a payment? Should I just forget about it and not pay? That doesn't seem right. But PayPal won't answer, either. I'm probably missing something really obvious, but they won't point it out to me. So. . .how do I make a payment?

I AM TRYING TO MAKE A PAYMENT TO PAYPAL ON MY ACCOUNT. BUT YOU MAKE IT SO DIFFICULT THAT I KEEP GETTING LATE CHARGES! GUESS I'LL HAVE TO PAYOFF MY ACCOUNT & CLOSE IT!

I've been trying to pay an outstanding balance in my account for a week, each time I add money, then press add funds to your account instantly using my debit details it says, We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions!! What does that mean????

Got the PayPal Credit bill, but no way to pay it online.  No place to make payment.  Old way had a place to make a payment.

How can I make a payment on my account?

I had the same problem and the phone support from PayPal is non-existant.  It is simply voice menus about unrelated subjects.  However, I had been using Chrome and when I tried with Firefox the place to make the payment was there plain as day.  Chrome is pretty buggy but the site might not be well optimized.   It is common to have problems with IE too.
