I've used pay pal on Google play games before but now all of a sudden when trying to make a purchase it tells me it was declined by pay pal.. what's up with that?

Perhaps it's a high risk purchase for your PayPal account.

How many issues have you ever had with your PayPal account?

Just with Google play, all of my games it's refused but works on ebay

Have you added  a credit card to your PayPal account?

Have you got at least 30 dollars in your PayPal Balance?

Have you gone into your PayPal Preapproved Payment settings for the Google profile and given it back up funding?

Have you tried unlinking and linking PayPal to Google Play? And doing it again after doing the steps above?

Preapproved Payments are in your Profile > Payments page

I don't use Google Play but I presume you go to your payment settings in Google Play account.  Remove PayPal account and add it again.
