I am a long time user of paypal and while I like the service I find it ABSOLUTELY FRUSTRATING that the description on my reciepts is junk. Just today I recieved a receipt from "Microsoft" with a line item description of "Microsoft". What am I supposed to do with that???
I would love to see a REQUIREMENT that vendor provide item level descriptions (even if it is just a SKU),

This wouldn't be a PayPal issue. It is the sender/seller who provides the receipt details. It is unfortunate, however, that so many sellers don't provide details for the funds they receive. PayPal receipts only include descrption details provide by the company selling. In your case, contact Microsoft for details.

My point is -- I think paypal should REQUIRE it in order to stay a vendor in good standing.

It would be very difficult to do so as so many vendors don't want to take the time to enter details or don't know how.
The best way to get businesses to change what they or doing would be for consumers to avoid those companies which don't provide details, but most people, unfortunately, don't care about receipts.
We sell locally using PayPal Here. For me, it's very important to provide the buyer with a detailed printed receipt. PayPal doesn't require a printed receipt for the buyer; PayPal doesn't even require that the buyer receive a receipt. I could leave details blank on the receipt, but I don't. Leaving it blank increases to potential for a customer complaint, which I don't want, so I include all details.
PayPal can't manage every vendor's transaction records.
If you don't like a receipt from Microsoft, let Microsoft know and then avoid Microsoft business.
To change PayPal contact them; if that doesn't work become a majority shareholder and force a change 🙂

It's the burden of the merchant to provide details. If you do not like how the merchant conducts their business that's an opinion you should voice with the merchant.

Its easy to say that 🙂 However as someone who has worked with many many merchange banks, payment gateways, and clearing houses, built a large number of eCommerce solutions and frameworks to build eCommerce platforms, etc I can tell you that many of them do require vendors to provide valid data. All of the players need to work together to provide the best possible user experience. Saying that it is "someone elses responsibility" is fine -- but doesn't improve anything 🙂
