Sorry to hear that happen to ya. It sounds like the seller was unaware of what they were doing when they decided to accept a payment on PayPal. When you sign up to start selling through eBay they will always hold the funds until three days after delivery until seller history is established.

Western Union is a completely different service and is fact a competitor of PayPal. They do not integrate nor do they work together. If you're received an email claiming to be from PayPal that instructs you to go to Western Union.. it's a fake. It would be like you running a small bakery and instructing your customers to just go to Walmart instead.

I'm honestly not certain what you're goal is. If your goal is to confirm your email you do not need to audit anything in the email PayPal sends. Just click the confirm email button.
