Can you withdraw money to bank account outside US, or MasterCard?

I would like to transfer my money, to my MasterCard debit card, or bank account, but i live outside US. As i understood only bank accounts from US work for money withdrawal. If that's not posibble outside US, how do i withdraw the money to my debit card then? As i understood, only Visa cards work.
