Can't use account balance to buy something

I am trying to purchase http://www.newegg.com/Product/Product.aspx?Item=N82E16814130827 with my PayPal account balance.

Unfortunately, I am unable to purchase anything with the funds in my account.

Do you still have limits imposed on your PayPal Account?   If yes, you would need to verifiy the account by linking both a bank account and credit card.  This will remove your limits.
