Can't use Balance.

I Have problem. Day ago I transfered some dollars from Bank account to My Paypal.

But I can't buy anything... I'm getting this message:

"we're sorry but we can't send your payment right now"

Whats wrong with Paypal??

What funding back up source do you have linked to your paypal account ie card or bank account??
