Hi there,
I use PayPal for almost 10 years. One month ago I started online business (e-commerce store, running WooCommerce). When someone wants to buy a product, he/she gets a message "Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds."
My e-mail address is confirmed, I did upgrade my account to Business, my business name is also confirmed. My primary currency is EUR (in PayPal account, and in online store too).
What else should I set up? How to enable visitors to purchase something?
Let me mention that I am from Bosnia and Herzegovina, but I think that it`s not important, since ppl in Bosnia can receive money for a years.

Your country iinformation is extremely important as financial restrictions are based on country. Best t check PayPal policies for your country to see what restrictions are in place.
