Can I invoice someone without an account to pay without having to sign up?

Yes, you will need to turn on the option.

 

To enable the PayPal Account Optional feature:

Log on, then scroll down to Selling tools, click Seller Preferences

Click Update for Website Preferences
Locate PayPal Account Optional section
Click On and hit Save at the bottom.

Go back to Summary page and click Manage Invoices to create one to send.  The option will appear during checkout just under log in box.

I don't have Selling Tools as an option anywhere.

Go to Send and Request Money > Create and Manage Invoice > send it to the buyer's email address.

Is your account a Personal account?  When you land on the Summary page, you do not see "Selling Tools" or "Seller Preferences" anywhere? Premier/Business accts have the Seller Preferences where you can turn "PayPal Account Optional" feature.  You may need to upgrade to Premier/Business account.

I have a business account but also created a personal just to test it and I never did find the options stated above. I'm just hoping that when an invoice is created and sent to a non-member, they won't have to sign up.
