I recieved a payment from someone who was using a debit card. The funds APPEAR to be in my account and are not listed as pending, but I am unable to use them in any way. (Buying/paying others/etc). Are there holds placed on debit cards that DON'T show up on Paypal? If so, how long should I have to wait? Sorry for the double questions here, but I'd like to get to the bottom of this.
I've logged in and out multiple times. The only way I can send payments to anyone is in small increments (5-10USD) every 10-20 minutes. If I try any higher amount, or try without waiting, I get the same error saying my payment could not be sent, when the money is clearly in my account. It's getting very frustrating.
