Always get "Sorry — your last action could not be completed" when sending payment

My paypal work well till the last sending payment. I have about 400$ in paypal account but when I try to send payment to another one, I always get "Sorry — your last action could not be completed". I never met this before. What should I do to send payment.

What are the origin and destination countries of the payment?

How are you attempting to send the payment?

Do you have bank account and credit card linked to your account?

Have you ever had any disputes filed against your account?

Have you ever filed a dispute against another?

Have you ever had your account limited?

Has the recipient had an issues?

2. Send payment tab, fill destination email and select "I'm making personal payments"

PayPal is currently out of business in Turkey.  You'll need use a different payment service, not PayaPal.
