All of my cards are being denied with the same error

Last night, I attempted to make a purchase with a credit card through PayPal. The card was already in my account, but the payment was being denied (on eBay). I went to my PayPal card settings this morning and tried to delete and re-add the card, but it gave me this error message after trying to add it:

 

This credit card has been denied by the bank that issued your credit card. For details on why your card was denied, please contact your credit card issuer's customer service department. Or, you may want to try adding a different credit card.

 I tried it several times, ensuring that all of my information associated with the card was correct. I then gave up and attempted to use another card. I got the same error message. Both of these cards have a good balanace. I just used them a day ago. I know that they are verified and functional. Everything works fine, except PayPal.

 

I realize that this error message says that it is an issue with my issuer, but I find that hard to believe because it denies multiple cards with the same error message. I am entirely sure that these are two good cards. I use them frequently. Neither work on PayPal.

I'm having the same problem.  I have contacted the card issuer and they said they had not received a request, but the paypal customer service center told me the problem had to be resolved with the issuer!!!  Now what?

This worked for me this morning.  After you sign in at paypal, it takes you to the choose payment method page.  Click on the link that says Funding Sources and you'll see the default is ATM debit by STAR network.  There is another option 'VISA network'.  I changed mine from Star to Visa and it worked!  Hope it works for you too.

turtle's solution may work for you but if the card was already being processed as credit and not debit (through STAR) then it's probably something else.  Card issuers may also decline cards for security reasons as well so even if all the information is correct, there could still be a security block on the card.  Typically PayPal is not provided with a detailed explanation so the card issuer would need to be contacted.
