Account Limitation?

Before 180 day my account have been limited for some reson and I have inside it (73 dollar)

Yesterday I got a message from paypal they said to me ' Your PayPal Funds are Eligible for Withdrawal '

Then A Login to my limited account and I saw this message above it

Your account has been limited for more than 45 days. It will continue to be limited but you now have the ability to withdraw funds.

The problem is I dont have a US Bank account to withdraw my funds into it  because I dont live in USA and My paypal not a USA Account , so is there any way to send my money to another account ?
