Do I need to upgrade to a business account? and if so can I see the prices before I upgrade

Why would you as the BUYER need to upgrade if there is a problem with the SELLERS paypal account?
it's my Buisness i'm just testing it and that's where i run in to the problem
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
