Replacing a primary email address with a new email address.

I followed all the instructions in Paypal help to replace my redundant primary email address.
1. I registered a new email address with my connected eBay account.
2. I added the new address in the settings section.
3. I confirmed my new email address through my email.
4. I then went to upgrade my email address to Primary by checking the box beside the new email address in the settings menu.
5. Paypal would not allow me to upgrade my new email to Primary as the message box says ‘this email address is already connected to this account’.
6. My old email address remains uselessly in the primary email address slot!
Any advice gratefully received to remedy this conundrum.
