Verification / Blocked Transactions

I need to receive about 1050$ so I had the person send via paypal. That amount didn't work, so they sent 500. It went in, but trying to send the remainder after a day did not work.

I have a red banner on my page saying I need to get verified, but when I go to the identity dashboard, it shows both steps - small deposits on bank account and identity confirmation - as being "Complete". (I did those this morning). Why is the banner still there along with the 999 receive limit?
