annoying emails to apply for a credit line

Why does PayPal always send me emails wanting me to apply for a credit line but as soon as I click apply now I instantly get the"you are not eligible" page? It's very annoying and I wish they would just stop

I think I'm gonna look and see if I can change the settings some how,I just thought of that

There is a setting for notifications but I don't know exactly what it does.

Found it.

Profile > Settings > Notifications and then update.
