Hey, today I got some dosh sent to me by a friend, and I tried to use it to buy an iTunes gift card (25$ in case that matters) through paypal digital gifts, and it wouldn't go through. After multiple attempts, I gave up and went to Ebay and tried to buy an item ($400), but that didn't work either. If I added it to my cart, at checkout it would say "failed to load cart." Hitting buy it now, it would say I reached a purchase limit, but I made the account yesterday and haven't bought anything but this. Logging out and trying to purchase as a guest on ebay, and logging into my paypal account, I was still unable to buy my thing. Can anyone help? The ebay thing was a pretty good deal and I don't want to miss out on it...
Edit: The Exact Message from sites other than ebay is "Sorry, we can’t complete your purchase at this time," and eBay Guest Checkout says "Sorry, this payment option isn't available. Here are your options:" and the options are "pay with something else" or "contact paypal customer service."

Have you verified your paypal account with a bank account or credit card?
Paypal often won't let you buy using funds in your paypal balance UNLESS your paypal account is verified and has a back up funding source.
Advice is voluntary.

So, if I, for instance, don't have a bank account or credit card, I'm just completely **bleep**? Awesome. Thanks for providing an awesome service, paypal.

Yep they do provide a great service but you need to comply with the rules.
Sounds as if you are underage and should not even have a paypal account if you don't have a bank account or card.

@kernowlassAlright, I linked a prepaid card, but I still can't buy anything with my paypal balance. Should I just wait, or will that not work?
Would linking a regular debit card work? Like, if I did that, would I be able to use my paypal balance?

@kernowlassOkay, so I tried to add a debit card to verify my account, but on the page it seems like if I want my account verified, the only option is to add a bank account. So do I have to be "Verified" to buy something on ebay? If so, is the only way to get "Verified" to link a bank account? Is a card not good enough?
On the "see how much you can send" link, it says I'm a "Basic Member," and has a green checkmark next to the words "Card Linked." It really seems like that should be enough, right? I should be able to use my Balance now?

Link credit card or bank account.
You need to comply with PayPal requirements for full access to services.

Okay, So I linked a Debit card, but it still isn't working. Does it specifically have to be a credit card?
And are you saying I need to be verified? Because linking a debit card didn't do that. It says I need to use my bank account or get Paypal Credit.

I meant a CREDIT card, the type where you get credit to purchase things. Linking a CREDIT card shows PayPal can access more funds in case you don't have funds in your Paypal account. A credit card also helps to confirm your identity, as does a bank account.
All you do is add the accounts requested.
